KEIZER, OR (KPTV) -

A rape suspect who ran away to Mexico with an 11-year-old girl in 2007 is now back in Oregon and facing criminal charges, according to police.

Raul Xalamihua-Espindola, 28, of Mexico City, is in the Marion County Jail without bail on charges of first-degree rape and custodial interference.

Warrants were first issued for his arrest in April 2007.

Police said the victim in this case was 11 years old when she left a note for her mother and father stating that she ran away with her boyfriend, Xalamihua-Espindola, who was 19 years old at the time.

The Keizer Police Department and FBI worked to locate the girl and the suspect, who were believed to be headed to Mexico. The National Center For Missing & Exploited Children created a flier that was distributed to law enforcement agencies throughout the U.S. and to border crossing agents on the U.S. and Mexico border.

In May 2007, it was confirmed they were in Zongolica, Vera Cruz, Mexico. The girl was located in September 2007 and safely recovered in Mexico, but Xalamihua-Espindola escaped.

The girl was returned to the U.S. and reunited with her parents in Keizer.

Within the past two years, Xalamihua-Espindola was captured by Mexican police in Zongolica. Police said he has spent the last two years in a Mexican jail litigating appeals regarding his extradition to the U.S.

On Tuesday, he was returned to the U.S. and taken into custody by Keizer police. He was interviewed by detectives, booked in the Marion County Jail and arraigned in court Wednesday.

Anyone with further information about this investigation is asked to call Keizer Police Department Detective Chris Nelson at 503-390-3713, Ext. 3489.
