Attempted traffic stop in Wilsonville leads to SWAT standoff; suspect in custody

WILSONVILLE, OR (KPTV) -

An officer's attempt to stop a speeding car led to a SWAT standoff with an armed man who was eventually taken into custody.

The incident began at 1:18 p.m. Monday when a Wilsonville police officer attempted to stop a car that was going 46 mph in a 25 mph residential zone.

Officers said the driver continued at a slow speed, making several turns, but did not yield to the patrol car that had its lights and siren on.

The driver stopped in front of a home on Southwest San Remo Avenue, got out of the car and continued refusing to follow the commands from the officer, according to investigators.

The suspect yelled at a girl in the car to get in the house, which she did, according to the Clackamas County Sheriff's Office. A woman in the car left the scene.

Police said the man appeared from a second-story window in the home with a handgun in his hand. Clackamas County SWAT and the Hostage Negotiation Team were then called out to the scene.

Neighbors were also evacuated from their homes. 

Officers made contact with the girl in the home and got her out safety. Investigators learned the suspect is her father and he was in the house alone at that point.

Negotiators contacted the man and eventually convinced him to surrender peacefully. Mukunda Moriary Moss, 41, of Wilsonville, was taken into custody at 3:45 p.m.

He was taken to a local hospital for an evaluation and faces felony and misdemeanor charges of attempt to elude. Police said others charges may be added.

No details were released about why he didn't stop for police.
