PORTLAND, OR (KPTV) -

The grand jury indictment of self-described protesters involved in the armed occupation of the Malheur National Wildlife Refuge was unsealed Thursday.

Occupation leader Ammon Bundy and 15 others are charged with conspiracy to impede officers of the United States.

The indictment includes four people who remain at the wildlife refuge as of Thursday: Sean Anderson, David Lee Fry, Jeff Wayne Banta and Sandra Lynn Pfeifer Anderson.

The holdouts had been demanding they be allowed to leave the refuge without facing charges.

Also included in the indictment is Kenneth Medenbach, who was arrested in Burns on Jan. 15 with stolen U.S Fish and Wildlife vehicles.

The indictment says "one or more of the conspirators" involved in the occupation "traveled to Harney County, Oregon to intimidate and coerce the population of Harney County, Oregon, in order to effectuate the goals of the conspiracy" and "threatened violence against anybody who attempted to remove them from the Malheur National Wildlife Refuge."

Brian Cavalier, Duane Leo Ehmer and Peter Santilli are expected in court Thursday afternoon.
