Deschutes Co. Sheriff's Office captain accused of embezzling $200K

A Deschutes County Sheriff's Office captain accused of embezzling more than $200,000 in taxpayer funds has been indicted by a federal grand jury.

Scott Raymond Beard, 45, of Bend, is facing charges of theft of funds from a federally funded program, money laundering and passport fraud.

The Department of Justice reports the case involves money that was supposed to be used for law enforcement operations.

The indictment also alleges that Beard laundered some of the stolen money by conducting financial transactions to pay expenses on behalf of another defendant, Krista Jean Mudrick, 35, of Bend.

Mudrick is a former employee of the Deschutes County Sheriff's Office. She is charged with making false statements to the FBI and IRS about Beard's use of the funds.

A bio for Beard remained up on the Deschutes County Sheriff's Office website Friday. It said he was honorably discharged from the Navy after four years of service and began his law enforcement career in 1998 as a reserve for the Redmond Police Department.

He was hired by the sheriff's office in 2002 and was promoted multiple times before becoming captain in October 2012.

Deschutes County District Attorney John Hummel released a statement Friday referring to Beard as a former member of the sheriff's office. Hummel also described the indictment as, "a good day for central Oregon law enforcement."

"The local law enforcement officers I work with are top-notch professionals who well-serve our community. Holding Scott Beard accountable for his misdeeds shows that in our town, bad cops will be rooted out and good cops will be celebrated," he said in a statement.

Beard and Mudrick were indicted by a federal grand jury in Eugene.

Beard was arrested Friday in Bend and is scheduled to appear in court in Eugene on Monday. Mudrick has been issued a summons to appear in court Monday in Eugene, as well.
