PORTLAND, OR (KPTV) -

The city of Portland says they're making changes to Foster Road to keep people safe, but some businesses in the heart of that construction say it will wind up doing more harm than good.

Jon Shleifer owns a business near 82nd and Foster. He has posted signs in practically every window to notify people about the upcoming construction.

Shleifer says he posted the signs hoping it will stop the city from moving forward with their plans.

Portland's City Council unanimously approved the Foster Road Transportation and Streetscape Plan in June of 2014. Their plan is to make Foster a safer street by converting the four lane high speed corridor into a three lane street that includes a center lane for turning traffic, bike lanes, and wider sidewalks.

The city claims the new configuration will significantly reduce crashes along the road that has been the site of more than 1,200 crashes and eight fatalities in the last decade.

Shleifer says he doesn't agree with the plan.

"They say it's a safety issue, but the way it's designed, it's going to cause so many more traffic accidents, so many more fatalities. It's going to make a traffic gridlock."

The city estimates traffic to be slowed by about three minutes at peak hours, and say their plan was approved with significant public support during the planning process.

Construction on Foster Road is set to begin later this year.
