Police: Carjacker armed with crowbar arrested in Keizer

KEIZER, OR (KPTV) -

Keizer Police Department arrested a man after he carjacked a car armed with a crowbar Wednesday morning.

Police said around 10:51 a.m., a man called saying his car had been stolen by force at the Quality Suites located at 5001 Wittenberg Lane NE.

The victim sustained minor abrasions during the carjacking.

Police responded to the area. While searching the area, police saw the vehicle traveling eastbound on Dearborn Avenue near Verda Lane NE. 

Officers attempted a high risk traffic stop. The suspect pulled the vehicle over.

Police said at first the suspect was complying with verbal commands to exit the vehicle, but he then became defiant, reentered the vehicle and came back out with a crowbar. 

Officers gave warnings to the suspect and one officer deployed his Taser. The first Taser deployment was ineffective, so the officer deployed his Taser a second time, but it too was ineffective.

According to police, the suspect threw the crowbar in the directions of the officers, returned to the stolen vehicle and tried to drive away. The suspect only made it about 50 yards before he hit a patrol car and a patrol sport utility vehicle.

The suspect, Ryan Daniel Otero, 28, was arrested and taken to the Marion County Correctional Facility.

Otero is being charged with first degree robbery, unauthorized use of a motor vehicle, attempt to elude a police officer, third degree escape, and first degree criminal mischief.
