PORTLAND, OR (KPTV) -

A wanted sex offender, who police believe was taking photos of teen girls in southeast Portland, was arrested in the Laurelhurst neighborhood.

The Portland Police Bureau asked for the public's help Monday tracking down 30-year-old Avril Ramona Lavigne.

Police said he failed to register as a sex offender. Lavigne was convicted of second-degree rape in 2009, resulting in the requirement that he register as a sex offender.

Investigators said Lavigne, who is believed to be homeless and frequents the Hawthorne Boulevard area of southeast Portland, may have been following young adult and teen girls, taking photos of them and posting the images on social media.

Police said his given name is Romany Yves Mesina, but he changed it to Avril Ramona Lavigne, the same name as the pop singer.

Police said Lavigne was booked into the Multnomah County Jail on Monday night on the charge of failure to register as a sex offender.

The charge was later dismissed.

Lavigne has a lengthy criminal history that includes arrests for theft, disorderly conduct, reckless burning and interfering with peaces officers or firefighters, according to court records.

He pleaded not guilty to the charges brought against him May 3.

In court Lavigne told a judge: "I'm already properly registered, because I filled out the papers in January when I was in jail. I haven't broken the law, so I should be out tonight."

Lavigne continued to argue in court, pleading for the judge to let him go all the way up until he was dismissed.

A judge decided Lavigne could be released to pre-trial release services, if they decided to accept him.

On May 10, the case was dismissed. The Multnomah County Sheriff's Office reported that the charge could not be proven beyond a reasonable doubt. However, Lavigne's sex offender registration status was updated by the Portland Police Bureau.
