Rape suspect expected to change plea, survivor speaks out

According to court records, a Hillsboro man on the run for more than two decades, charged with the kidnapping and torturing of two Portland women is expected to plead guilty to the crimes Thursday.

Police reported Paul Jackson and his brother targeted prostitutes.

Andrea Hood, one of two known survivors admits she was in a dark point in her life. At 17 years of age she worked as a prostitute to pay for her drug habit.

“I was extra vulnerable because I was already guilty and ashamed of what I was doing,” Hood said. “So I think that’s what they preyed on.”

Jackson has been in Washington County Jail since his arrest last September.

Police said Jackson and his brother fled after they were charged in 1990 with the torture, rape and kidnapping of Hood and another woman.

In 2006, police said Jackson’s brother Vance Roberts turned himself in and is serving a 108-year prison sentence. Jackson was featured on an episode of CNN’s “The Hunt,” which police said led to Jackson’s arrest in Mexico last fall.

Court documents show Jackson is expected to change his plea to guilty.

“It’s good just to be able to get it over with and put it to rest so that we can move on,” Hood said.

Hood adds she is satisfied with the outcome and said justice will be served for Jackson.

“It took a lot of years to get over the trauma,” Hood said. “This is the perfect time in my life for this closure to happen.”
