Driver arrested in fatal car vs. cyclist crash, victim identified

Portland police said Tuesday they have arrested a driver after he allegedly hit and killed a cyclist in southwest Portland Monday.

The Portland Police Bureau booked 61-year-old Willard Tow into jail on manslaughter and DUII charges after a 77-year-old man was killed on his bike on southwest Multnomah Boulevard around 4 p.m.

PPB said Tow allegedly struck the victim from behind as they were traveling east down the road.

Investigators believe both intoxication and speed were factors in the crash.

Tow stayed at the scene of the crash, according to PPB.

The victim has been identified as 77-year-old Andrzej Kurkowski. 

Police said this incident is the 22nd fatal crash in 2016.
