Man just out of prison accused of sexually abusing woman in public restroom

ALBANY, OR (KPTV) -

An Albany man recently released from prison is back behind bars charged with first-degree sex abuse after police said he assaulted a woman in a public restroom.

Brandon Beckner, 29, of Albany was arrested Thursday after being identified on surveillance video.

The attack happened June 2 inside the Two Rivers Market, which is a public space with restaurants and shops on the first floor and offices on the second.

According to court documents, the woman told police she went into the women’s restroom on the second floor and a man came out of a stall and approached her from behind. She could see him in the vanity mirror as he put a finger to his lips, signaling her to be quiet. He then grabbed her hips and turned her toward him and touched her inappropriately.

The woman twisted away, and ran out of the bathroom.

“My wife works upstairs and she came running down here and said, ‘Honey, there’s a guy in the bathroom and he’s groping women,’” said Ricky Putman, who works at a clothing store on the main floor of the building.

Putman said he ran upstairs, but the suspect was already gone.

“I instantly asked, ‘What does he look like?’” Putman said. “She was very distraught so she wasn’t able to tell me, she said, ‘I’m waiting for police, I have the girl in my office who was groped and she’s very distraught.’”

Albany police identified Beckner through surveillance video, and court records show the victim identified him in a photo lineup.

When police spoke with Beckner, a probable cause affidavit states he told officers he came to the market after leaving his parole office and admitted to being in the restroom and seeing a woman there, but he denied touching her.

The affidavit states Beckner told police he “made a mistake” inside the women’s restroom, but wouldn’t say what he did and appeared to be “sweating” and “fidgeting.”

In court Friday, prosecutors said Beckner just got out of prison for public indecency in May. Court records show he has a lengthy criminal history. 

“There is a heavy safety to the public component to this matter,” the prosecutor told the judge in the case.

Because it is a Measure 11 charge, the judge decided to hold Beckner on $50,000 security.

He’s due back in court next week.

“They got him and I’m glad,” Putman said of the arrest.
