Portland Housing Bureau to purchase Joyce Hotel for temporary housing

PORTLAND, OR (KPTV) -

The Portland Housing Bureau is purchasing the Joyce Hotel to continue providing temporary housing for the city's homeless population.

The purchase price is $4.22 million.

The agreement was confirmed Tuesday. It was the city's second offer on the property since a 90-day eviction notice was issued to people in the building on Dec. 31, 2015.

At the time the building's 69 rooms were fully occupied. There are now about 20 people remaining.

The Joyce Hotel is on Southwest 11th Avenue downtown between Stark Street and Burnside. It offers individual and hostel-style rooms for $19-$50 per night.

For some people, it has been their primary home for several years, according to the Portland Housing Bureau.

"The Joyce has long provided transitional housing and a last resort for very vulnerable people with few other options. The loss of such units during a housing and homelessness emergency would create a real humanitarian crisis," said Kurt Creager, Director of the Portland Housing Bureau.

For now, Central City Concern will operate the hotel, assessing individual tenants and offering additional services as necessary.

Following the purchase, the Portland Housing Bureau will relocate any remaining residents as it rehabilitates the hotel and addresses health and safety issues.

"I am very pleased that the Joyce Hotel will remain open so that some of the most vulnerable people in our community will have a safe place to go, rather than being out on the street," said Commissioner Dan Saltzman, who oversees the Portland Housing Bureau. "As a compassionate city, we must continue to prioritize our resources to invest in the social safety net for Portlanders who are most vulnerable and at risk."
