Police arrest 90-year-old man for crash that killed woman in NE Portland

PORTLAND, OR (KPTV) -

A 90-year-old man was arrested in connection with a March crash that killed a woman in a northeast Portland crosswalk.

Amber Michelle Lapine, 34, was hit by a car at Northeast 117th Avenue and Glisan Street at 12:40 p.m. March 18. She died nine days later.

The driver, Edmond Pomroy Balding, 90, remained at the scene after the crash.

Investigators said Lapine was entering the crosswalk when Balding, who was driving eastbound on Glisan Street, hit her with his car.

Police initially said Balding cooperated with investigators, but later said he was not truthful about the circumstances of the crash. Detectives did not release any other details about the investigation, but said alcohol or drugs were not factors in the crash.

The case was presented to a grand jury and Balding was indicted on one count of criminally negligent homicide.

He was arrested at his home in northeast Portland on Thursday.
