Police: 21 people detained, 12 arrested in drug bust at Salem home

SALEM, OR (KPTV) -

A drug investigation led to a search warrant at a Salem home where 21 people were detained and 12 people were arrested early Thursday morning.

SWAT teams from the Salem Police Department and Oregon State Police served the warrant at 4 a.m. on the 4700 block of Battle Creek Road Southeast.

The road was blocked for more than two hours while crews methodically cleared the property. Police said 21 people were detained and once the property was cleared, detectives searched it and made arrests.

Five people arrested at the scene on the charge of possession of methamphetamine were identified as 42-year-old Rebecca Herring, 64-year-old David West, 51-year-old Phillip Peterson, 48-year-old Kathryn Thompson and 60-year-old Leonard Williams.

Tracy Zemanek, 50, was arrested on a bench warrant as well as for possession of meth.

Stephen Hill, 48, was arrested on a bench warrant. Laura Wattenbarger, 31, and Eric Bean, 33, were arrested on the charge of possession of heroin.

Raygena Navarro, 49, is being charged with possession of a controlled substance.

Brittney Ferra, 31, and Anthony Salmons, 51, were both arrested for parole violations.

Salem Code Enforcement officers responded to inspect the property. People there were given 48 hours to vacate, after which time the home and shop will be declared uninhabitable until violations are corrected.
