Mayor Hales not aware of 2006 investigation into Chief Marshman, according to spokesperson

According to a spokesperson, Mayor Charlie Hales was not aware of an internal affairs investigation in 2006 involving newly-appointed Chief Mike Marshman.

Portland Police confirmed on Thursday that Chief Marshman was the subject of an investigation into a "physical confrontation" that happened with his then-stepson while Marshman was going through a divorce.

Sources told FOX 12 the stepson was a teenager at the time, who briefly lost consciousness in the struggle and his head was pushed through the wall of their family home, damaging the wall.

Police did confirm that an internal affairs investigation was done at the time, and the finding was that the matter was "unproven" so the file was closed.

On Friday, the District Attorney told FOX 12 that the investigation was submitted to the office and reviewed but rejected for prosecution.

Per standard protocol, the records were purged from the system after seven years. The internal affairs records no longer exist.

However, the original police report does exist. That report is set to be release Tuesday, along with Chief Marshman's entire personnel file, including records involving firearms training, drug testing and commendations over the course of his career with Portland Police.

A spokesperson for Portland Police told FOX 12 that Chief Marshman did inform Mayor Charlie Hales about the investigation from 2006. However, a spokesperson for Mayor Hales told FOX 12 the mayor was not aware of the investigation before appointing him Chief of Police.

A Portland Police spokesperson said Chief Marshman "looks forward to being transparent in getting all the information out to the public."
