Portland Police Chief releases investigation report regarding past domestic spat with son

Along with his personnel file, Police Chief Mike Marshman released a 2006 investigation report on Tuesday involving his then 17-year-old step-son.

The report was titled, ‘Confidential Special Report.’ It outlined the accusations against him involving a domestic altercation in 2002.

"An exchange of words happened between my son and I, things got pretty heated, and I was worried about his reaction so I held him up against the wall quickly, and momentarily, after that we walked away and we ended up talking later on that day," Marshman said. "Do I regret it? Yes.”

The report claims Marshman picked the teen up by the neck and choked the breath out of him, denting the wall. The chief said he recalled the incident to be different than reported.

"His recollection and mine don't match up perfectly, but again I don't want to negate what he’s saying, so that’s just my recollection of the incident. One account I read in the paper was there was a hole in the wall, there's no holes in the walls," he said.

Marshman claimed at the time, he and his wife of 13 years had been going through a rocky period.

"It hadn't been going well for quite a while so there was just a lot of tension and turmoil in the house.” 

The incident was investigated four years later when two anonymous letters were sent to internal affairs.

After a full investigation, prosecutors declined to charge him. They said there was not enough evidence to support a felony accusation and the statute of limitations had run out on a misdemeanor.

Fox 12 asked Marshman why he did not mention this investigation before he took on his new role as chief.

He said, “Literally, it never crossed my mind to discuss this with the Mayor, because it was investigated and done and over...10 years ago. We all kind of moved on with our lives."

Chief Marshman went on to say he hopes he is a better officer now than he was then and hopes to continue to grow as a person. He said the goal of releasing his files was to show the community of Portland that he is transparent.
