Albina Ministerial Alliance calls for African-American leadership in Portland Police Bureau

Leaders of Portland's African-American community are calling on Portland Police to include them at the highest levels of the Bureau.

When Chief Mike Marshman took office last week, he announced several changes within the leadership of Portland Police, and some of those changes aren't sitting well with members of Albina Ministerial Alliance (AMA).

For example, Kevin Modica had been the Assistant Chief of Community Services, but Chief Marshman eliminated his position and Modica is now the Captain of the Youth Services Division.

A representative of AMA said Modica used to be their voice at the table when critical decisions were made, and his new appointment isn't good enough.

AMA said this is a critical time when police accountability is in the national spotlight, and they want to continue to move forward, not backward.

AMA met privately with Chief Marshman about their concerns recently, and they're asking him to put an African-American as the Assistant Chief or command staff level.

"I don't believe that you can get that same kind of input by having someone on those lower levels when all the major executive decisions are being made at the top level," said Dr. Leroy Haynes, Jr. with AMA.

Chief Marshman responded on Wednesday saying that careful thought went into his reassignments, and that Modica was specifically placed with Youth Services because "it plays such a tremendous role in building community trust and relationships, especially with youth and families. I am fully committed to continuing the Bureau's diversity efforts, especially regarding our hiring and promotions process."

The Mayor's office said Chief Marshman has been tasked with advancing diverse hiring and ensuring that the Bureau is on the path to reflecting the diversity of the community it serves.
