Substitute teacher accused of inappropriately touching students

OREGON CITY, OR (KPTV) -

Oregon City Police arrested a former substitute teacher Thursday and he is now facing charges of sexual abuse and harassment.

Milwaukie resident Norman Erald Scott, 65, is accused of inappropriately touching students during class at Gardiner Middle School in October 2015, according to the OCPD.

The Clackamas Educational Service District reported that Scott filed for his substitute teaching license back in May of 2015.

Investigators said the abuse and harassment were reported to school staff and police the day it happened, and officers said the victims range from 12 to 13 years old. 

Scott was indicted on four counts of sex abuse in the third degree and 18 counts of harassment.

The investigation has been sent to the Clackamas County District Attorney’s office for review.

Scott’s bail was set for $100,000 and his arraignment is scheduled for August 29.

Investigators believe the act was an isolated incident but would still like to hear from anyone with information on this case or any other possible victims.
