The killing of cormorants on the Columbia River to protect steelhead and salmon can continue despite a federal judge's ruling that the U.S. Army Corps of Engineers should have considered other alternatives before taking that action.

Federal agencies blame the birds for eating juvenile salmon as they migrate down the Columbia to the ocean. Some of the fish are federally protected species.

The Audubon Society of Portland and other groups contend killing the birds is unnecessary because dams are the real threat to salmon.

U.S. District Court Judge Michael Simon said he's leaving the plan in place because it provides some benefit to fish listed as endangered or threatened.
