Grand jury declines to indict 19-year-old shooter in murder investigation; 2 others arrested

PORTLAND, OR (KPTV) -

A grand jury declined to indict a 19-year-old who was arrested on murder charges after determining the shooting was in self-defense during a robbery.

The grand jury ruling was delivered Monday for Richard Jay Anderson III.

Anderson was arrested in October in connection with the September shooting of 18-year-old Marquis Stephion Taylor.

Officers responded to reports of gunfire near North Willis Boulevard and Hereford Avenue the night of Sept. 19.

Taylor was found dead from a gunshot wound.

Detectives said their investigation led them to arrest Anderson on the charge of murder.

However, further investigation revealed that Anderson and Taylor were involved in a marijuana transaction when Taylor and two others robbed Anderson at gunpoint. Anderson fired a shot in self-defense that killed Taylor, according to investigators.

The grand jury indicted the other two men suspected of being involved in the robbery. Mehamed Osman Ali and K'Shawn Davon Harris, both 18 years old, were booked into the Multnomah County Jail on charges of first-degree robbery and second-degree robbery.

Anderson will be released from custody once his charges are formally dismissed in front of a judge.
