Court documents: Bodily fluid found on Clark Co. inmate, corrections deputy arrested

A Clark County Sheriff's Office corrections deputy facing sexual misconduct charges appeared in court Thursday.

Corrections Deputy Christopher A. North, 29, was arrested Wednesday after an investigation into allegations of on-duty sexual misconduct.

According to probable cause documents, the female victim in the case was an inmate from Cowlitz County who was being transferred to the Clackamas County Jail with an overnight stay in Clark County on July 11.

At 4 a.m. on July 11, the documents state the inmate was sent from her cell to a booking area room to change her clothes. The room has two doors, one for inmate entry and another that leads to the jail property room. There are no cameras in both the changing room and property room. 

According to the documents, the inmate said North closed the inmate access door when she entered and went around to the other door. While the inmate waited for two hours in the changing room for her transport, she said North struck up a conversation about her tattoos, which she has on her neck, forearms and back. 

After talking about tattoos, the inmate said North told her he was going to masturbate when he got home and said it looked like he was getting sexually aroused. The documents state the inmate said she saw North walk up to the door between the changing room and property room and he began masturbating while looking at her.

He then entered the room and approached her, pressing his body against her, the documents state. The inmate said North then ejaculated, with semen going on to her pants, tank top, bra and chest. 

According to the documents, the inmate reported the incident when she arrived at the Clackamas County Jail, not while at the Clark County Jail because she said she was shocked and was worried about possible repercussions. 

Court documents state that stains on the inmate's clothing testing positive for semen.  Investigators are waiting on swab test results from the inmate and North as potential evidence. 

The court documents state North denied any physical contact with the inmate but did acknowledge a conversation about tattoos took place between them. According to the documents, North said he took the inmate's pants from a property bag and masturbated on them twice in his personal car while on his lunch break. 

North claimed he gave the pants to a trustee at the Clark County Jail to be cleaned and dried. He also said he put the pants back in the inmate's property bag. 

North now faces charges of indecent liberties with referred charges of custodial sexual misconduct in the second degree. He has been employed as a corrections deputy since January 2015.
