Two known gang associates arrested after fleeing traffic stop in NE Portland

Police arrested two known gang associates Wednesday night after they fled a traffic stop in northeast Portland.

Just before 6 p.m., officers with the Tactical Operations Division's Gang Enforcement Team (GET) observed a 2016 Nissan Rogue violate a traffic law and attempted to stop the vehicle near Northeast 12th Avenue and Northeast Irving Street but the vehicle did not stop.

Police said GET officers recognized the two people in the vehicle as gang associates.

The Portland Police Bureau's Air Support Unit responded to assist in the pursuit so officers did not have to pursue the vehicle on congested roadways. Air support followed the vehicle and provided officers with updated locations of the vehicle.

Police said the driver of the vehicle stopped and exited the vehicle near Northeast Caesar E. Chavez Boulevard and Northeast Skidmore Street.

Air support continued to provide locations of the suspects as they left the vehicle.

Officers arrested one of the occupants near NE Caesar E. Chavez Blvd. and Northeast Shaver Street, and the other occupant was arrested in the yard of a home in the 4300 block of Northeast 40th Avenue.

Late Wednesday, police identified the suspects as 29-year-old Emanuel D. Hall and 29-year-old Chemar D. Martin. Both have been booked into the Multnomah County Jail. Hall was lodged on a post-prison supervision violation. Martin faces two counts of attempt elude by vehicle, delivery of cocaine, possession of cocaine, and attempt elude on foot. 

Officers found 35.2 grams of cocaine, a scale, and $1,356 in cash inside the vehicle abandoned by the suspects. 

Police are continuing to investigate the incident.
