PORTLAND, OR (KPTV) -

A local construction company is facing a $13,000 fine after causing a major traffic delay on Interstate 205 Monday morning.

The Oregon Department of Transportation said a Kerr Contractors crew was working on southbound I-205 near Halsey and was supposed to have the work finished by 5:30 a.m. However, one of their trucks malfunctioned, so the concrete did not set.

Crews had to close two lanes of I-205 for several hours, causing a major backup that stretched past State Route 500 in Vancouver.

All lanes of I-205 were reopened just after 8:30 a.m.

According to ODOT, the contractor will be fined because the roadway did not reopen at the scheduled time.

Fines are incremented in 15 minute blocks, $500 per lane. Monday's issue will cost the contractor a total of $13,000.

ODOT said everything has been cleared and asphalt has been put down to get the road reopened, but the project is not yet finished. ODOT said they will not restart the project until the company has a backup plan in place to avoid this type of situation happening again.

As I-205 is one of the main detours for the I-5/I-84 ramp construction closures, ODOT said they apologize to all commuters for the backup.
