Bicyclist hit by a van in southeast Portland on the way to honor road victims, feels lucky to be alive

The Portland Bureau of Transportation has presented a budget to city council that includes tens of millions of dollars in budget cuts.

For the past couple of years, cities like Portland, Beaverton and Hillsboro have been able to compost food scraps. Now, with the exception of the city of Banks, all of Washington County will be able to compost beginning October 1.

Three Target stores will be closing in Portland due to an increase in theft and organized retail crime, the retailer announced Tuesday.
